We currently have an exciting opportunity for a DTRA Program Analyst to join our talented team in Lorton, VA.

Position Description

The DTRA Program Analyst provides Advisory & Assistance Services (A&AS) expertise for the Defense Threat Reduction Agency (DTRA) in support of the Research and Development (RD) Directorate.

RD provides programmatic, financial and policy expertise across the chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) spectrum and in the countering weapons of mass destruction (CWMD), countering improvised threats (CIT) and countering improvised threat networks (CTN) mission domains to encompass understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.

In this role you will...

  • Provide A&AS support to the Program Manager and Executive Secretary of the ROB, including registration, focused reviews, and technical assistance of DTRA funded new proposals and projects involving Human Subjects and Animal Use research
  • Perform analyses of U.S. national, Congressional, Department of Defense, DTRA and other stakeholder policy issues impacting program requirements.
  • Conduct research and develop policy options and products to provide a basis for decision making and resource allocation.
  • Manage and assist with multi-Agency security response and coordination covering stakeholders within the CWMD/CBRNE, C-IT, CTN and C-UAS arenas.
  • Assist in the development of strategic planning and road mapping to assure adherence to applicable policies, standards, and doctrines.
  • Support the preparation, presentation, and coordination of input for the long-term goals of the Directorate, assisting Project Managers and Leads in preparation for external engagements with stakeholders.
  • Provide RD senior leadership advice and assistance in modifying/developing Federal Government, Food and Drug Administration (FDA), Department of State, DoD (OSD, Services, CCMDs), Department of Energy and other organizations/departments functional and organizational policies and processes that impact DTRA missions to include CBRNE, CWMD, C-IT, CTN, the Research Oversight Board (ROB), acquisition, import/export control, etc., to improve effectiveness and efficiency.
  • Oversee and manage the regulatory aspects of ongoing projects and serve as liaison between project management planning and technical teams.
  • Review DTRA projects for compliance against ROB guidelines and regulations.
  • Assess project issues and develop resolutions to meet regulations
  • Liaison for DTRA STMs and PMs, project team and line management, with other DoD Components involved in Human Subjects and Animal Use research
Experience and Education Requirements:
  • Bachelor of Arts or Science plus 5 years OR Masters of Science or MBA plus 3 years of experience OR Doctorate plus 0 years of experience
Security Clearance Requirements:
  • Active Secret security clearance with ability to attain Top Secret
Other Requirements:
  • High-level proficiency with Microsoft Office programs; ability to quickly learn new IT systems and software
  • Detail-focused, initiative, excellent communication and time management skills
Desired Qualifications:
  • Prior experience related to human subjects and animal research protections, regulations, policies and programs
  • Certified IRB Professional (CIP)
  • PMP Certification from PMI
  • Knowledge of the DoD Chemical and Biological Defense Program (CBDP) and DoD acquisition policies
  • Prior experience coordinating and reporting other compliance functions such as Dual-Use Research of Concern (DURC) and Chemical and Biological Warfare Convention
  • Three (3) years of project management and/or acquisition experience in Science and Technology or Research and Development, Testing and Evaluation.
**Position Contingent on Funding**
