Job Description Summary
Reporting to the BGS Finance Director at the Perelman School of Medicine, the Finance and Operations Manager provides human resource and operational management support to approximately 1,000 graduate students, predominately in the Biomedical Graduate and Combined Degree programs. Manage the hiring process, onboarding of graduate students and staff, broad sectional communications, and graduate student and staff planning processes while maintaining compliance with University and Federal training and reporting requirements. Serve as point person across Penn for any payroll related guidance and process changes and any consolidated reporting and student funding issues.

Job Description

Reporting to the BGS Finance Director at the Perelman School of Medicine, the Finance and Operations Manager provides human resource and operational management support to approximately 1,000 graduate students, predominately in the Biomedical Graduate and Combined Degree programs. Manage the hiring process, onboarding of graduate students and staff, broad sectional communications, and graduate student and staff planning processes while maintaining compliance with University and Federal training and reporting requirements. Serve as point person across Penn for any payroll related guidance and process changes and any consolidated reporting and student funding issues.

1. Manage the graduate student funding life-cycle for approximately 1,000 students within Workday and the University's tuition billing system, including the onboarding, program progression and coordination of funding sources, including federal grant sources.

2. Prepare analysis to ensure that information maintained in two systems is complete and accurate. Ensure that funding sources are balanced and that changes in the funding model are sustainable at the program level.

3. Maintain graduate student tax related information and coordinate the dissemination of tax and billing related information to all graduate students. Triage questions from the student community regarding these issues and respond directly.

4. Prepare and manage budgets and transaction support for multiple student groups including reporting and adherence with University rules.

5. Liaise with multiple University partners. Responsible for implementing policies as they pertain to the administrative function of the unit maintaining internal controls and high levels of customer service.

6. Responsible for managing certain staff related transactions in Workday.

7. Evaluate existing business practices to continuously improve operational effectiveness. Recommend, design, implement and analyze business process improvement efforts. Monitor and implement best practices.

8. Collaborate across School and University to ensure coordination of student funding plans. Presents financial information in a clear and transparent manner.

9. Perform other duties as assigned

Qualifications:

Bachelor's degree in Accounting, Finance or Related business degree required and 5-7 years of experience or equivalent combination of education and experience required.

Experience with University systems, including Workday, BEN, Business Objects, CONCUR preferred. Extensive experience using database and spreadsheet software required. Good oral and written communication skills, quantitative and analytical agility, ability to work independently, on multiple projects, prioritize work and meet tight deadlines in a complex financial and administrative environment essential. Must be able to function as part of a team and develop good working relationships with diverse level of employees. Must have demonstrated experience supporting and working with several offices. Ability to communicate policy and processes, written and oral, to faculty, students and staff.
