FINANCIAL MANAGEMENT ANALYST III
Plan, develop and coordinate the preparation of financial analyses and reports including, but not limited to, operational and capital budgets, financial statements, statistical reports, cost analyses and other financial information; perform complex and specialized assignments in assigned area of expertise; and perform lead role in coordinating complex projects for the Good Manufacturing Practices (cGMP) at the Duke Human Vaccine Institute (DHVI).
RESPONSIBILITIES: (GMP - 75%)
Provide focused financial oversight and administrative resources to develop a long-term strategic plan and sustainable current Good Manufacturing Practices (cGMP) business model within the academic environment.
Design and implement a change management plan for all business strategic initiatives related to the finance of the GMP and/or DHVI.
Perform strategic financial planning, including the development of long-term financial projections and forecasts and the evaluation of new and ongoing funding opportunities. The phases involved in the GMP process (cell line development, process development, manufacturing, and stability) require complex and logistical planning for timing of resources.
Monitor and report on the overall financial health of the GMP by using metrics, key performance indicators, and dashboards.
Support GMP senior leadership business decision-making by managing, prioritizing, and synthesizing operational, space, and financial needs. Develop and maintain a data repository to provide relevant information that supports strategic planning and decision-making.
Develop and direct the implementation of communication strategies, including a framework for communicating and building awareness of and support for GMP's mission and activities with both internal and external constituents.
Maintain communication with GMP leadership to report and address business and financial issues in a timely manner.
Develop and manage the GMP annual operational budget, maintain expense control, and create secure short and long-term financial strategies to maximize funds.
The GMP portfolio includes grants and contracts with the expectation that the funding sources may include a mix of non-federal external direct clients and potentially the establishment of a GMP service center to support the facility. The mix of these various funding sources is unique in an academic setting and compounds complexity of GMP resource management.
RESPONSIBILITIES: (DHVI - 15%)
Maintain liaison with business with other DHVI financial managers, specifically the Senior Business Manager and the Director of Finance, regarding financial position, cash flows, accounts, budgets, budget requests and related financial matters.
Oversee the creation and delivery of detailed financial reports and presentations for internal stake holders, ensuring consistency and quality, congruent with the mission and values of Duke Human Vaccine Institute (DHVI).
Lead, implement, and maintain a positive work culture across GMP teams and align with other DHVI programs and initiatives so that cross-programmatic operations are supported and optimized.
Research software applications and tools that can be implemented to improve and accelerate the compilation of financial statements, financial forecasting, effort models, and effort forecasting.
RESPONSIBILITIES: (GENERAL - 10%)
Assist in the development, implementation and management of financial systems, cost accounting systems and/or financial policies and procedures as appropriate.
Provide effective management of business-related activities, including finance, budget, and space and facilities planning in support of research.
Perform other duties as assigned by GMP and DHVI leadership.EDUCATION:
Bachelor's degree in business, finance, accounting, or related field required.EXPERIENCE:
Work requires a minimum of six years of experience in financial management, cost accounting or a field directly related to specialized area of assignment or an equivalent combination of relevant education and/or experience.
