The Contingent Workforce team is a critical part of Meta's People@ organization and critical to supporting Meta's business teams' ability to respond and pivot quickly to meet business needs. The Contingent Workforce leader is both a strong leader and change agent responsible for a team that partners across Meta to proactively support Contingent Worker needs, oversee the compliant Contingent Workforce program including our MSP/VMS relationships, and partner with internal stakeholders on policy, budgeting, forecasting/reporting, supplier management, sourcing, and escalations. The ideal candidate is someone who can collaboratively evolve our Contingent Workforce strategy with passion and deep acumen for process excellence and change management.

Head of Contingent Workforce Management Responsibilities:

  • Build and lead a high-performing global team, showing care, investing in their development, and holding them accountable for measurable impact in the NA, EMEA and ROW.
  • Lead a global Contingent Workforce team to ensure the organization, process, and model proactively evolves to meet emergent business needs through the implementation of technology-driven solutions.
  • Develop and manage strong governance and operational rigor to ensure visibility needed to inform business direction and investment.
  • Exercise sound and practical judgment in the oversight of end-to-end operational processes for sourcing, interviewing, contracting, onboarding, and monitoring of contingent workers and vendor partners through our MSP model and SOW engagements.
  • Establish, communicate, and implement a strategic vision and plan for the Contingent Workforce team world-wide.
  • Manage the Contingent Workforce function by balancing strong execution on day-to-day responsibilities with the long-term People Operations roadmap.
  • Partner with cross-functional partners and stakeholders to develop and drive a closed feedback loop to reduce manual touchpoints, eliminate people-intensive solutions, and ensure continuous improvement.
  • Develop and scale service delivery metrics, KPIs, and SLAs and ensure teams are staffed to meet SLAs as the organization scales.
  • Develop and maintain annual OpEx and HC staffing plans in partnership with People Ops Finance.
  • Design and implement engagement models, workflows, and reporting to enable industry leading service delivery to hiring managers across Meta's various business groups.
  • Engage with business stakeholders to support their people resource needs and partner to determine appropriate use of FTE, Contractors, SOW, and BPO solutions.
  • Partner with internal cross-functional partners to develop and manage a global value proposition, including standards, pay, and benefits for our diverse contingent workforce's needs consistent with Meta's mission and values while developing a proactive communications plan to support it.
  • Partner with internal cross-functional partners and business leaders to ensure the Third Party support model suits Meta business needs and includes location strategy, contingency planning, and is audit ready.
  • Ensure Third-Party service models include optimization, SLA and staffing incentives, weekly performance tracking, efficiency reporting, and QBRs and are in line with People Operations service delivery goals.
  • Develop and maintain a process to review and revise contingent worker content for employee support and team-facing process/procedures/content to ensure it remains current.
  • Understand business vision and proactively determine strategies to support the business achieving their goals.
  • Lead Meta's response to internal questions and external media enquiries, escalations, and manage responses to questions relating to our overall CW program.


Minimum Qualifications:

  • 12+ years experience in leading Contingent Workforce, Managed Service Provider (MSP), Operations or client leadership, Professional Services Category Management/Sourcing, or Recruiting Operations.
  • 12+ years of work experience, including hands-on management and proven track record of thinking strategically, executing tactically, and managing through change.
  • 12+ years experience in the engagement processes (sourcing, contracting, onboarding, escalation management) for temp workers, contractors, consultants, outsourced workers, and other SOW workers.
  • Experience with Vendor Management Systems offerings, such as Wand, Fieldglass, Beeline.
  • Experience with Managed Service Provider offerings and/or outsourced services procurement.
  • Proven experience in managing people and building global teams.
  • Experience managing multiple programs, developing robust operations, driving decisions in ambiguity under time pressure, and shifting priorities while maintaining organization and control.
  • Proven high level of maturity, executive presence, and judgment in complex, high-profile situations.
  • Experience working cross-functionally with all levels of management, both internally and externally.
  • Proven consensus building skills with the "roll-up the sleeves" type of collaboration with stakeholders across a diverse, global team.
  • Experience communicating and influencing decisions at the senior leadership executive level.
  • Experience driving strategy and end-to-end implementation of projects from concept to completion, while maintaining confidentiality and discretion.
  • Experience challenging the status quo to develop highly efficient and operational workflows and engagement models.
  • Experience in managing Internal and External Audit Reviews.
  • Proven experience working with Employment Legal across multiple markets to ensure compliance with employment regulations.


Preferred Qualifications:

  • Advanced Degree or MBA
  • 5+ years base level experience, directly or indirectly, with international labor laws
  • Certified Contingent Workforce Professional (CCWP)
  • Lean or Six Sigma experience
  • Experience working with or in support of diverse communities or working in companies with a global customer/user base
