Job Functions, Duties, Responsibilities and Position Qualifications:

Summary

The Information Technology (IT) Program Leader for Applications Development (PLAD) is responsible, in cooperation with the Manager and other Program Leaders, for developing new or enhanced functions and features using technology tools appropriate for CLH. The PLAD manages one or more Information Systems and their interfaces with other systems and entities; systems include the Lab Information Systems, Accounting Systems, and other Business Information systems. (S)he is responsible for system performance, database maintenance and hardware and network configuration of the systems. (S)he reviews maintenance data and operational procedures to assure that the lab is able to provide accurate and timely results in a cost effective manner; and efficiently capture and collect revenue from services performed. (S)he is also responsible for assuring that the systems and procedures meet accreditation and compliance standards of regulatory agencies.

Responsibilities

  • Schedules and coordinates internal and external Applications development projects related to CLH IT. Coordinates work and resources with other IT Program leaders (ITPLs).
  • In conjunction with the IT Manager and other ITPLs, reviews project requests, specifications and finalize design for Business Case Analyses.
  • Coordinates development and implementation of new function and features including interfaces between CLH systems, hospital information systems or physicians' systems.
  • Coordinates activities involved in maintenance and enhancement of systems.
  • Assess performance of the Systems and impact of new features on the infrastructure, e.g., Local and Wide Area Network, and plan for necessary improvement
  • Responsible for systems design, evaluation, vendor negotiation and presents recommendations to IT, IT Steering Committee and/or executives
  • Develop prototypes and test scripts, assist in User-Acceptance Testing processes.
  • Develop function/feature documentations, operational specifications for records.
  • Train key IT resources as needed for on-going support of features/functions.
  • Participate in and coordinate change management process for go-live
  • Shares responsibility with IT Manager for continuous Quality Improvement for IT and related areas.
  • Delegates and oversees after-hour support responsibilities, maintenance tasks of specified systems and clerical function to assigned personnel.
  • Oversees Systems error investigation, analysis and resolution, including appropriate and timely communication.
  • Develops and maintains Systems policy and procedure manual. Works with IT Manager and ITPLs to assure adequate training of new and current staff.
  • Maintains good open relationship with CLH departments, staff, LIS vendors, clients and corporate partners.
  • Supervises and evaluates the performance of assigned personnel.
  • Acts as advocate for IT staff.
  • Participates in systems evaluation, contract negotiation and vendor selection processes.
  • Interprets and communicates policy and procedures to system users. Communicates operation or database changes to appropriate personnel in a timely manner.
  • Acts in the capacity of the I.T. Manager in his/her absence or as directed.
  • Must comply with company guidelines on attendance.
  • Adheres to established safety and company policies.
  • Responsible for coordinating activities related to computer systems compliance to the rules and guidelines of federal, state and other regulatory and accreditation agencies.
  • Performs other duties as assigned.

Qualifications
  • Bachelor's degree or equivalent in Physical, Biological, Laboratory or Computer sciences preferable.
  • Advance degree or experience in business management preferable.
  • Minimum two (2) years clinical laboratory experience in a hospital/commercial lab setting.
  • Minimum two (2) years' experience in areas related to Laboratory Information Technology.
  • Additional two (2) years supervisory or managerial experience in clinical or information service/technology related areas.
  • Advance knowledge and skills in lab information systems and technology desirable.
  • Passes company drug testing program pre-hire and thereafter on a periodic and/or random basis.
  • Excellent interpersonal, organizational and customer service skills.
  • Excellent and proven problem-solving and decision-making skills.
  • Excellent English communication (verbal and written) skills, including by telephone.
  • Highly motivated to develop solutions and adapt processes to address business needs
