Summary Statement

The Planning and Development Services Department is currently searching for a dynamic individual to fill the role of Plans Examiner I or II. We are searching for a detailed orientated individual who has impeccable follow-up skills and understands site plans and property descriptions.
This position will be filled as an Examiner I or II depending on experience and qualifications.
Plans Examiner I

  • Performs plan reviews of proposed residential construction, building additions, alterations of existing buildings, and relocated residential structures
  • Verifies compliance with the adopted building codes and city ordinances
  • Acts as a liaison between other work groups and building permit applicants
  • Works under general direction
  • May be eligible for a hybrid schedule
Plans Examiner II
Performs plan reviews for construction projects of varying complexity including commercial, multi-family, institutional, and industrial construction projects
  • Reviews plans, specifications, and structural engineering design calculations to verify compliance with the adopted building codes and city ordinances
  • Advises the public, and city staff regarding building code requirements
  • Works with considerable independence and under general supervision
  • May be eligible for a hybrid schedule

Essential Functions

PLANS EXAMINER I
Plans Examiner I - Hiring range: $22-$24 per hour, depending on qualifications.
The successful applicant will demonstrate functional knowledge concerning the following:

  • Reviews all construction plans and engineering for residential building improvements, modifications, and alterations, checking for compliance with requirements of the City of Boise Residential Specialty Code, and all other applicable state and local building, development regulations, and requirements.
  • Performs field inspections, verifying compliance with appropriate plans and codes, especially in the absence of structural inspectors or during inspection overflow. Issues notices of noncompliance when applicable. Issues a certificate of occupancy when appropriate.
  • Ability to understand basic land development requirements and procedures for site improvements associated with building permits.
  • Manages and prioritizes plan reviews while handling customer service questions and requests.
  • Meets with architects/engineers/designers, contractors, and members of the public and other departments to answer questions for preliminary residential construction plans, checking for general compliance with codes and related requirements.
  • Answers questions from the general public and other employees about permitting processes, codes, and provides interpretations of code requirements.
  • Performs other duties of a similar nature and level as assigned by supervisor
  • Working experience reviewing residential or minor commercial building plans for building and energy code compliance as a Plans Examiner or Building Inspector,
  • Experience as a residential plan designer in preparing wood framing layouts and establishing load paths
  • Construction methods and commonly used building materials
  • Research techniques and report writing
  • Use of computer programs related to reporting, writing, and information gathering.

PLANS EXAMINER II
Plans Examiner II - Hiring range: $27-$30 per hour, depending on qualifications.
The successful applicant will demonstrate functional knowledge concerning the following:
  • Reviews all residential, commercial (fire & life safety) building and mechanical construction plans, documents, engineering calculations, and technical specifications.
  • Responds to citizen inquiries, code questions, and requests for information; sound judgment to make recommendations for options to complex design questions.
  • Researches code context and evaluate data or analyze viable alternative methods for code interpretations in compliance with state building codes.
  • Strong knowledge and application of structural engineering practices and methods.
  • Coordinates permitting and development processes within the planning and building divisions; make proactive recommendations for improved and efficient processes.
  • Meets with architects/engineers, contractors, and members of the public and other departments to review preliminary residential building and construction plans, checking for general compliance with codes and related requirements.
  • Performs field inspections and acts as a backup for inspectors, verifying compliance with appropriate plans and codes.
  • Researches, reviews and approves requests for the use of alternate materials and processes relating to commercial building construction.
  • Knowledge of land development requirements for site improvements and guides staff and customers on required permits for our large-scale commercial developments. Maintain close collaboration and working relationships with the City's Fire Department.


Requirements

Required Knowledge, Experience, And Training
PLANS EXAMINER I
  • High school diploma or GED
  • 3 years of prior experience reviewing residential or minor commercial building plans for building and energy code compliance as a Plans Examiner or Building Inspector
  • Or experience as a residential plan designer in preparing wood framing layouts and establishing load paths
  • Or an equivalent combination of education and/or experience
PLANS EXAMINER II
  • Associate's Degree in engineering, construction management or a related field
  • 4 years of experience outlined above
  • Certification as a Building Plans Examiner by the International Code Council (ICC)
Level of Knowledge
PLANS EXAMINER I
  • Knowledge of the International Residential Code (IRC); International Energy Conservation Code (IECC) as it applies to the IRC
  • Residential design, methods, materials, and construction practices; vertical load analysis and lateral bracing design as applied to residential building construction; local ordinances pertaining to residential building codes; some knowledge of zoning code
PLANS EXAMINER II
All knowledge requirements listed above and:
  • Extensive knowledge of the International Building Code (IBC); accessibility requirements of the IBC and referenced standard
  • Code development and ordinance development processes; structural engineering principles including static design and strength of materials; design practices and construction methods of materials for residential and non-residential structures
  • Historical building code application and correlation to current construction practices and associated fire and mechanical code requirements
Ability
PLANS EXAMINER I
  • Ability to handle a large volume of customers
  • Communicate effectively both verbally and in writing to provide effective customer service to a diverse population having a wide range of expertise
  • Foresee and resolve conflict; p rioritize tasks per department policies and guidelines in order to minimize complaints and maximize efficiency
  • Understand and explain City code, policies, and the review process ; explain technical information and code requirements
  • Manage time and adhere to established department plan review processing goals ; complete assignments in a timely fashion
  • Read and interpret residential building plans and specifications, property descriptions, and contour maps; read and interpret residential building codes and related standards
  • Perform general math calculations; structural engineering principles of wood frame construction
  • Operate a computer and use word processing software at an appropriate level for efficient job performance
  • Display an attitude of cooperation and work harmoniously with all levels of City employees, the general public, and other organizations
  • Communicate effectively in the English language at a level necessary for efficient job performance; understand and comply with all rules, policies, and regulations; maintain prompt and regular attendance; and perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation
  • Ability to operate vehicles safely and have an acceptable driving record
PLANS EXAMINER II

  • Effectively prioritize workload to minimize complaints and maximize efficiency;
  • Read and interpret complex commercial and residential building plans and specifications; evaluate structural engineering reports and calculations; comprehend grading plans and geotechnical reports
  • Interpret building codes, energy codes, mechanical codes, and fire codes; explain technical information and code requirements by oral, written, and graphic means
  • Create and provide training and technical support to others; work cooperatively with management to resolve complex issues
  • Operate word processing, e-mail, voice-mail, and computerized permit
Preferred Knowledge, Experience, and Training
PLANS EXAMINER I
  • Associate degree in construction management or related field
  • Five years of experience reviewing residential or minor commercial building plans for building and energy code compliance as a Plans Examiner or Building Inspector
  • Current certifications as an International Code Council (ICC) Residential Building Inspector and Residential Plans Examiner
PLANS EXAMINER II
  • Bachelor's degree in architecture, structural engineering, or related field
  • Or a Certificate of Achievement in Building Inspection Technology from an accredited college
  • 5 years of experience as a commercial building plans examiner
  • Additional job-related certifications such as Residential Building Inspector, Commercial Building Inspector, Accessibility Plans Examiner, and/or Commercial Energy Plans Examiner
Licensing And Other Requirements
PLANS EXAMINER I
  • Ability to obtain International Code Council (ICC) certification as a Residential Building Inspector within 18 months
  • Valid state-issued driver's license

PLANS EXAMINER II
  • Ability to obtain certification as a Building Plans Examiner by the International Code Council (ICC) within 6 months of hire
  • Valid state-issued driver's license
Special Requirements
Applicants must be able to pass:
  • City of Boise background check processes which include a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation
  • Driving Record Check

Physical Efforts
While performing the duties of this job the employee is occasionally lifting/carrying up to 20 pounds and rarely lifting/carrying up to 50 pounds. Also, the employee is rarely pushing/pulling up to 20 pounds. The noise level is occasionally moderate. Work includes the sensory ability to talk, hear and touch. Work in this position also includes close vision. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach and grasp. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions and outdoor weather conditions. Employees will also drive a vehicle as part of this position.
