Project Overview:

The Proposal Manager will manage the technical formulation of major opportunity win themes and strategies as well as lead formulation of proposals and technical documents. The Proposal Manager will oversee the proposal development activities from pre-proposal planning to final production, delivery, and capture of lessons learned. Will provide guidance to proposal development teams (i.e., technical staff, writers, subject matter experts, etc.), write proposals, promotional, corporate documents as well as review requests for proposals (RFP), request for information (RFI), and a wide variety of other bid requests. The Proposal Manager will lead the process to create and submit responses involving internal systems and solutions in a format that meets the requirements and evaluation criteria identified in the requests. The Proposal Manager must ensure adherence to deadlines and attention to detail. They will support long-term strategy development including methods and approaches to achieve company new business objectives and report to the Chief Business Development Officer.

Primary Responsibilities:

• Full life cycle of proposal development, including planning, scheduling, and managing competitive proposals; Take end-to-end ownership and command of proposal development and related support processes

• Analyzing RFP requirements; creating the proposal schedule, outline, and compliance matrix; Managing diverse teams from various prime, subcontractor, and consultant organizations; Ensuring RFP compliance; Performing in a time-sensitive environment; writing proposal sections, as needed

• Serve as a writer, editor, and/or reviewer when not managing a proposal.

• Collaborate with capture, proposal, program management, and technical subject matter experts to develop and articulate technical, management, and phase-in solutions.

• In concert with the Capture or Program Manager, plan, coordinate the schedule for, select the membership of, and lead effective, results-driven storyboarding, kickoff, and review meetings. Be proactive in the conceptualization and development of strategic win themes and discriminators.

• Identify and adhere to proposal development schedule.

• Use a proposal calendar for each assigned proposal effort. Calendar must contain all color reviews, and other proposal development milestones, including deadlines for packaging and delivery.

• Critical attributes include exceptional communication, teamwork, flexibility, organizational capacity, ability to motivate and energize team participation

• Experience in both task order proposal and large, multi-faceted proposals that include oral presentations, client reference checks, technical volumes, past performance volumes, cost volumes, and management volumes.

Required Skills & Qualifications:

• Must have the management skills required to direct and orchestrate large, fast-moving proposal team efforts

• Ability to manage multiple initiatives simultaneously.

• Proven ability to conceptualize and write compelling, marketing-oriented proposal narrative as required

• Working knowledge of MS Office and Adobe Acrobat business applications.

Required Education/Experience:

• Bachelor's degree in Political Science or English major or other related fields. An equivalent combination of education and experience from which comparable knowledge and skills may be acquired.

• Minimum of three (3) years of progressive proposal management experience using Shipley methodology in a fast-paced, deadline-driven, high-volume proposal environment for a federal support services contracting firm

• Three (3) years of experience in implementing and documenting the formal capture and proposal processes for an established or growing company.

• Experience in supporting through the proposal development process and providing technical and management solutions.

• 3+ years of Proposal writing experience for a government contract.

• 3+ years of experience responding to solicitations from Federal Government clients. • Experience with competing for and winning Government services.

• 3+ years of experience managing multiple concurrent response efforts/initiatives simultaneously.

• Membership in APMP or other large proposal development focused organization is preferred

• Completion of 3-5 industry recognized proposal management training courses
