Global Communities is seeking a Senior Director, Gender Equality, Positive Youth Development and Social Inclusion to join the Sustainable Development Technical Excellence, Learning, Innovation, and Impact (TELII) team. This position may be based at any Global Communities office in the United States.

Global Communities has four technical teams: (1) Governance & Collective Action; (2) Food Security, Economic Opportunity and Climate Action; (3) Gender Equality Postive Youth and Social Inclusion; and (4) Health, Nutrition & WASH.

The Senior Director, Gender Equality, Positive Youth Development and Social Inclusion (GEYSI), at Global Communities is a member of Sustainable Development This position will oversee a team of staff, providing strategic, technical and management leadership for Global Communities' portfolio of GEYSI programs. S/he will lead work in (1) leadership and management; (2) technical excellence; (3) positioning and resource mobilization; (4) thought leadership and organizational visibility; and (5) Organizational Gender Mainstreaming. S/he will work collaboratively across departments to ensure the technical and programmatic strength and impact of Global Communities' global and country-level investments that promote gender equality, social inclusion, and positive youth development (PYD). The position will report directly to the Senior Vice President, Global Programs.

Responsibilities

Responsibility Area: Leadership and Management

The Senior Director will work with other units and departments at Global Communities including Global Operations (including Regional and Country Directors), Humanitarian Assistance, Development Finance, and Strategic Growth and Partnership. Specifically, the Senior Director will:

  • Supervise U.S. and country-based Gender Equality, PYD and Social Inclusion team: managing performance and providing mentoring, coaching and training for staff and identifying opportunities for professional growth.
  • Lead Global Communities' signature programs for women, girls, and youth as well as ensuring that state-of-the-art gender and social inclusion strategies are integrated across all stages of the project cycle (consultation & design, implementation, MERL systems, etc.)
  • Lead the development on an organizational Road Map for Gender Equality to harmonize work across departments and within Global Communities' institutional policies and practices. The Road Map will lay out a strategic vision for Gender Equality, a shared lexicon and promote a harmonization of gender programming approaches.
  • Recruit and supervise full-time staff including regional and country-based gender and youth advisors.
  • Actively promote effective collaboration and cooperation across departments, units and teams including Sustainable Development (Global Operations, TELII, and Strategic Growth and Partnership), Humanitarian Assistance, and Development Finance.
  • Lead the GEYSI technical team with a focus on resource development, strategic planning, direction-setting, prioritization of organizational resource investments, and positioning Global Communities as a leader in this technical arena.
  • Focus on building networks and creating strategic alliances/partnerships, in support of robust program growth and related research and thought leadership.
  • Ensure the full integration of gender programming requirements across the organization and ensure that other departments and teams are cognizant of gender, PYD, and social inclusion program needs including support for monitoring and evaluation, knowledge management and performance improvement.
  • Update and maintain a roster of consultants upon whom Global Communities can call for technical assistance and surge capacity.
  • Provide input and guidance to organizational leadership on portfolio performance, donor relations/cultivation, and investment opportunities.

Responsibility Area: Technical Excellence
  • Ensure the strategic, technical and programmatic integrity of Global Communities' Gender, PYD & Social Inclusion projects including the Women Empowered (WE) savings group program focused on women's social and economic empowerment, anti-trafficking and AGYW programs, , and the prevention and response to gender-based violence (GBV).
  • Work closely with the Senior VP of Global Programs, other Technical Directors in the Sustainable Development Department, the Global Operations team, MELI, and other departments to ensure technical and programmatic excellence and gender integration in all programs implemented by Global Communities.
  • Lead the technical design of Global Communities' strategies to empower women, girls and youth.
  • Lead development of Global Communities' framework for diversification of women's economic empowerment programming, building on the successful WE savings group methodology.
  • Work with the Monitoring, Evaluation Research and Learning Team to:
    • develop appropriate frameworks, performance indicators, and tools for monitoring empowerment and gender-specific outcomes within projects.
    • facilitate the identification, capture and sharing of relevant lessons learned and promising practices to ensure technical integrity and to improve project performance.
    • lead or oversee sector-specific analyses and assessments, customized to the sectors in which Global Communities' works.
    • lead the development of Global Communities' gender, youth and social inclusion research agenda partnering with think tanks, health research bodies, universities and the USG as appropriate.
  • Ensure quality delivery of technical support to country offices and projects.
  • Continue to build capacity and systems for staff across the organization to own gender integration within their sectors and countries, thus building greater organizational accountability for gender.


Responsibility Area: Positioning and Resource Development
  • Grow portfolio of programs and activities to empower women, girls and youth and advance gender equality and social inclusion. This includes managing the expansion of Global Communities' program for adolescent girls and young women (AGYW) and designing protocols and approaches to improve existing projects and strengthen staff capacity.
  • Build external strategic partnerships, including with the private sector, for potential collaboration and resource mobilization that advance Global Communities' programmatic and organizational interests in Gender Equality, PYD and Social Inclusion.
  • Cultivate investment opportunities and strategies to empower local women's organizations leading the fight for gender equality and social justice and feminist movements in the countries where we work.
  • Emphasize the importance of and oversee efforts to integrate the principles of gender equality, social inclusion, and PYD in program design and proposal development processes; oversee the development of tools to streamline these processes.
  • Serve as a lead point of contact at Global Communities for current and future donors and institutional partners.
  • Work closely with the resource development teams (USG and non-USG/restricted/ unrestricted), other departments and the VP of TELII to develop effective resource mobilization strategies.

Responsibility Area: Thought Leadership and Organizational Visibility
  • Represent Global Communities in relevant networks and fora in DC and elsewhere, ensuring that Global Communities work on gender equality is well known, and position Global Communities as an expert organization in gender integration and equality, PYD and social inclusion.
  • Support the PYD-focused projects and staff to advance their work both internal to Global Communities and externally.
  • Write, publish and present on Global Communities' gender-related experience, research and project outcomes in peer-reviewed journals, conferences, workshops and support the Women Empowered, PYD and Preventing Human Trafficking advisors to do the same.
  • Serve as the point of contact for Global Communities' work on gender with inter-agency groups and relevant development partners

Responsibility Area: Organizational Gender Mainstreaming
  • Design organization-wide gender mainstreaming and capacity strengthening strategies and develop benchmarks to track progress towards achievement of priorities.
  • Collaborate with People & Culture in the roll out of Global Communities' suite of diversity and inclusion policies.
  • Lead project, country, and organizational gender audits, action planning, and reporting.

  • Domestic and international travel up to 30% time.

  • Proven track record in overseeing gender and/or youth-focused programs and integrating gender into large projects and proposals.
  • Demonstrated ability to create organizational tools and strategies which elevate and streamline gender integration efforts.

  • Ability to successfully engage at senior leadership levels within Global Communities and with external partners.

  • Strong writing and communication skills, including documentation of program results, case studies and marketing/positioning materials; funding proposals; and donor reports.
  • Excellent critical thinking skills and sound judgment.
  • Excellent English oral and written communication skills; proven ability to effectively communicate with others.
  • Abilities in a second language (French, Spanish, and/or Arabic) preferred.

Qualifications
  • Undergraduate degree in a related discipline and a minimum of 11 years of related work experience or a minimum of 15 years of related work experience
  • Reputation as an experienced, credible and strategic leader within the international global development field, in one or more technical areas relevant to Global Communities.
  • Proven track record in securing significant multi-year program funding from a variety of funders, both private and USG, including program design, proposal writing, networking, partnership cultivation, and marketing, as well as proven experience in developing inter-institutional linkages.
  • Experience in mentoring and training in gender issues, collaborating with government and civil society groups, and program implementation with a gender focus.
  • Experience with social inclusion and working with youth and marginalized/indigenous groups.
  • Progressive technical and programmatic experience with an international development organization including a minimum of 8 years in a technical leadership role and at least country-based experience in development and/or fragile contexts.
  • Experience working and networking with international donors, such as USAID, other bilateral development agencies, multi-lateral development banks, United Nations agencies, foundations, and corporate philanthropies.
  • Must have U.S. work authorization.
