Throughout its 75-year history, the University of Denver Graduate School of Social Work (GSSW) has administered numerous externally-funded projects serving children and families. The Butler Institute for Families (Butler), established in 1994, is affiliated with GSSW and is nationally recognized for our leadership and collaborative work at the national, state, and local level in evaluation, research, and technical assistance aimed at improving the quality of child-, youth-, and family-serving systems.

We bring together researchers, practitioners, public and private service system experts, and community members to: engage in program evaluation and research; examine outcomes; and provide technical assistance and training to program administrators, direct service providers, and community leaders. Currently, Butler conducts business in four primary content areas: child welfare, early childhood systems, tribal child welfare, and behavioral health. These content areas operate within a Research-to-Practice framework that promotes the use, adoption, adaptation, replication, and scaling of research and/or evaluation knowledge, and the integration of this knowledge in practice. Position Summary

This position will primarily support the National Capacity Building Center for Tribes project, and will secondarily support financial management of other major Butler projects. The Senior Tribal Fiscal Manager has significant grants management experience with Federal and state-funded initiatives, preferably those involving tribal nations and/or communities of color. This position will provide financial and grants management by leading the budgeting, financial planning, subrecipient monitoring, and desk audit processes; collaboratively developing and monitoring contractor scopes of work and budgets; providing financial technical assistance to team members and subrecipients; managing tracking and reporting across partners for a third-party cost evaluation; and contributing to major administrative request processes (e.g. carryforwards, continuations, and coordinating new proposals). The Senior Tribal Fiscal Manager provides grants administrative support to the Center for Tribes PI, co-PIs, and Director, and to the Butler Director of Grants and Finance. The ability to communicate clearly and effectively, both verbally and in writing, with funders and a variety of project stakeholders is essential. So, too, is the ability to develop and manage electronic tools that facilitate communication across a range of geographically dispersed stakeholders.

The National Capacity Building Center for Tribes is funded through September 2024. Funding for this position is not guaranteed after September 2024.

Essential Functions

Grant Management

  • With input from the PI, co-PIs, and Director of Finance, lead the annual budgeting and continuation process for the National
  • Capacity Building Center for Tribes, including budgeting across three federal funding streams, coordinating with stakeholders, and drafting narrative sections
  • Provide strategic financial technical assistance and guidance over the course of the year to the PI and to project teams. This might include developing and managing budgets for tasks and sub-tasks, providing training on financial and grants management topics, identifying resources for hiring, and creatively translating complex data into reports and presentations
  • Coordinate with the PI, co-PIs, and project partners to develop, execute, and monitor annual sub-recipient scopes of work and budgets of between $150,000 and $1.4 million including facilitating and coordinating meetings, drafting communication, developing monitoring plans, and conducting desk-reviews or site visits.
  • Collaborate with the PI and co-PIs, accountants, and Director of Finance and Grants Management to monitor and reconcile grant expenditures.
  • Coordinate the preparation and submission of grant and budgetary reports (including Monthly FPO Report, Semi-Annual Reports, and other CB required reporting), ensuring that reports are complete, accurate, and submitted in a timely fashion.
  • Initiate process recommendations for reporting systems and contract monitoring.
  • Work with sub-recipients, contractors, PIs, and the Director of Finance and Grants to draft and collect statements of work and budgets.
  • Identify any issues with contract performance and suggest an approach to remedying the concerns.
Project Management and Coordination
  • Support the PIs and Project Managers to identify, track, and report on the progress of project activities and timelines towards achieving the project's strategic objectives.
  • Communicate challenges or obstacles about perceived implementation challenges to project leadership.
  • Coordinate with the project PI, co-PIs, and Center Director to develop and update Center for Tribes strategic plan, work plans, and other project documents.
Stakeholder Communication and Relationship Management
  • Communicate with stakeholders, including Children's Bureau representatives, in an effective manner that promotes collaboration, negotiation, and solution building.
  • Utilize professional judgement, discretion, and understanding of confidentiality in managing internal and external communications and documents across a range of project stakeholders.
  • In partnership with the PI, co-PIs, and Center Director, develop and implement strategies that lead to long-term involvement and commitment of stakeholders.
Butler Institute Activities and Integration
  • Provide strategic financial management and grants administration technical assistance on other select projects to support the
  • Director of Finance and PIs. This may include managing the grant life cycle (proposal coordination, budgeting, contract discussions, and ongoing management) for a small number of other grants, or supporting Butler projects like providing business development strategies, budgeting, and financial management for Butler's non-grant-funded programs.
  • Attend and participate in DU and Butler-related meetings, trainings, and activities, including organizational workgroups and
  • Diversity, Equity, and Inclusion activities.
  • Disseminate project lessons and learning across Butler's staff, projects, and content areas.
  • Other duties as assigned.
Knowledge, Skills, and Abilities
  • Excellent written and verbal communication skills required to translate fiscal information to various stakeholders
  • Knowledge of government grants administration including 2 CFR 200, contract and sub-recipient management, accounting, and project management principles.
  • Familiarity with federal grant submission databases, including grants.gov, Fastlane, etc.
  • Advanced skills in Microsoft Office, with an emphasis on Excel.
  • Ability to communicate and collaborate effectively and diplomatically with a variety of stakeholders in person, by phone, through written project materials, and by email.
  • Good analytical and problem-solving skills.
  • Ability to be independently motivated to identify, research, and propose approaches to accomplish goals.
  • Ability to take initiative to learn and share information relevant to this position and Butler's projects.
  • Ability to approach work with diverse communities with respect and humility as a listener and learner.
  • Culturally respectful approaches to communication, relationship-building, and stakeholder engagement, preferably with tribal organizations.
Required Qualifications
  • Bachelor's degree or equivalent combination of education and experience.
  • Four or more years of progressively responsible experience in budgeting, accounting, project management, grants or contract management, or another field related to the position.
  • Two or more years of experience managing gift- or grant-funded contractors and sub-recipients.
  • Experience working with federal and/or state grant funding )$1 million/year in government, non-profit, or higher education
Preferred Qualifications
  • Experience contributing to grant proposal writing and submission.
  • Experience as a budget or financial manager
  • Experience working with sovereign tribal nations and/or communities of color
  • Additional experiences and/or education in the areas listed above
Physical Activities

Ability to sit in front of a computer for an extended period.
Occasionally required to move about the office/campus with the capability of transporting objects up to 20 lbs. with assistance.
May be required to travel in support of project.

Work Schedule
Monday - Friday, 8:00 a.m. - 4:30 p.m. Option to work outside of the Denver area with occasional travel. Option for primarily remote work.

Salary Grade Number:
The salary grade for the position is 11.

Salary Range:
The salary range for this position is $72,000-$80,000.

The University of Denver has provided a compensation range that represents its good faith estimate of what the University may pay for the position at the time of posting.
