Basic Function

LyondellBasell's Procurement and Utilities group facilitate supply solutions globally for LyondellBasell. We manage supplier relationships to provide value to our internal customers in the acquisition of materials, services, and utilities.
The Senior Buyer, Turnarounds is responsible for the procurement of materials and services in association with turnarounds. The position requires an extended work schedule during the execution phase of assigned turnarounds.
This position will support one of our Houston-based complexes but will potentially be moved as required to support business needs. The position offers a competitive base salary, bonus, 401K matching, generous benefits package, pension plan, and employee discounts.

BASIC FUNCTION:

  • Role is ~40% transactional and ~60% coordination, and includes, but is not limited to issuance of POs, creation, management, and analysis of Requests for Quotations (RFQs), contract ownership, management of Outline Agreements/catalogs and administration of contracts in SAP. The role may also include the development and deployment of leveraging strategies for low-value and/or less complex projects in accordance with corporate sourcing guidelines and a leadership role in supplier selection.
  • Supports Supplier Relationship Management (SRM) activities.
  • Negotiates to achieve maximum overall cost-effectiveness for turnarounds while meeting clients' objectives.
  • Understands and utilizes the tender process, legal terms and conditions, and acceptable LyondellBasell (LYB) contract management practices.
  • Interacts directly with internal clients, materials suppliers and service contractors to ensure accurate turnaround safety, job scope, and legal requirements are communicated and met.
  • Establishes and maintains an effective procurement system consistent with LYB control guidelines to monitor the overall turnaround procurement process, approved turnaround contract strategies, expediting, P2P, etc. helping to improve overall procurement efficiency for turnarounds.
  • Potential for increased responsibility for several sites/turnarounds simultaneously, as well as responsibility for negotiating, executing, and managing low to mid-size value turnaround contracts.

Roles & Responsibilities

Activities and duties will vary dependent upon the functional area assigned. Activities may include, but are not limited to:
  • Responsible for executing formal LYB procurement strategies.
  • Plan/schedule the procurement of materials and services associated with assigned turnarounds (normally does not include sourcing). The role can include responsibilities associated with tendering, negotiating with materials suppliers and service contractors, and creating spot Purchase Orders (POs) and Outline Agreements.
  • Ensure accurate definition of turnaround and job scope requirements, demonstrate a solid understanding of market environments, develop comprehensive contract criteria, lead supplier approval, and selection process, and negotiate and prepare contracts.
  • Establish and utilize a site/field support network to aid in the timely acquisition of required turnaround materials and services while achieving maximum overall cost-effectiveness. This may require/include travel to sites to allow for attendance in meetings with planners, schedulers, engineering, Materials Coordinators, TA Management, etc.
  • Act as a direct procurement contact for internal clients located at various sites up to the agreed spend level. This includes, but is not limited to, serving as the direct procurement contact for urgent procurement matters, and concerns, soliciting/providing status updates, expediting, presenting data to turnaround team members, etc.
  • Author (as approved on a case-by-case basis) sourcing plans for low-value projects/turnarounds employing LYB-approved strategies, thresholds, procedures, and sourcing methodology. • Execute transactional tasks as deemed necessary.
  • Serve as a Subject Matter Expert (SME) for SAP procurement processes or systems. • Support continuous improvement initiatives with LYB materials suppliers and service contractors, lead efforts to resolve supplier/site issues and/or disputes and develop/execute a proactive strategy/process to avoid site/supplier issues.

Min. Qualifications

  • Bachelor's degree preferred (or recognized equivalent).
  • 4+ years related experience required with degree; 6+ years' experience in lieu of degree.
  • Demonstrated experience procuring services is required.
  • Experience procuring materials is strongly preferred.
  • 1-2 years of chemical /engineering or related industry experience is desirable.
  • Demonstrated experience working in SAP utilizing supply chain or procurement functionality is strongly preferred, but not required.
