Description

Potomac State College (WVU Keyser), part of the West Virginia University system of campuses, located in Keyser, WV is seeking applications for an Accounts Payable & Procurement Specialist. The primary purpose of this position is to serve as the campus procurement lead and PCard coordinator. Tasks include, but are not limited to procurement, PCard, accounts payable, and budget/finance reporting.

What you'll do:

Procurement
  • Serve as the campus lead for all procurement and travel; knowledge of guidelines, process requisitions, advise employees on best practices
  • Contract administration (non-facilities)   
  • Establish and maintain relationships with new and existing vendors
  • Work with vendors/suppliers to obtain W-9 forms and registration process.
  • Procurement Card (PCard) and Pre-Paid Card Coordination
  • Audit purchasing card reports, notify cardholders of issues
  • Make large PCard purchases, as necessary
  • Generate reports and analyze purchasing data/trends
Accounts Payable
  • Manage accounts payable and analyze workflow processes
  • Support the implementation of Shared Services to maximize efficiency and streamline AP/Procurement operations
  • Ensure invoices are paid in a timely and accurate manner while adhering to university policies
  • Compare purchase orders, prices, terms of payment and other charges
  • Process transactions and performing accounting duties including account maintenance, audits, trend analysis, and reconciliation
  • Process payments in Mountaineer Marketplace & follow up with vendors
  • Process payments for WVU Foundation Funds in Mountaineer Marketplace.
  • Review and approve requisitions in Mountaineer Marketplace for PSC personnel
  • Process internal transfers in Mountaineer Marketplace and record entries.
  • Maintain historical information and analyze reports to identify discrepancies
Budget and Finance Reporting
  • Prepare spreadsheets and reports as requested by EDFO and Business Office Manager
  • Provide timely accurate budget reports to campus departments
  • Provide ad hoc status reports on expenditures, trend analysis and forecasts
Miscellaneous
  • Assist with hiring processes as needed
  • Other duties as assigned


Qualifications

  • Associates Degree in Accounting, business or related field OR any equivalent combination of experience and education.
  • 2-3 years of experience with the following:
    • Office support or public-contact work experience
    • Prefer individual experienced in one or more of the following systems: MAP, Mountaineer Marketplace, MyExpenses, MyReports.
    • Any equivalent combination of experience and training which provides the required knowledge, skills and abilities will be considered.
  • Computer & software skills (especially Microsoft Word & Excel)
  • Demonstrated organization skills
  • Good oral & written communication skills
  • Ability to learn new systems quickly
  • Excellent customer service skills including patience & understanding
  • Demonstrated ability to work with others, cooperation
  • Demonstrated ability to solve problems effectively
  • Ability to work independently; be a self-starter
  • Demonstrated knowledge of Generally Accepted Accounting Principles and theories.
