This position:

  • Facilitates a high-quality, interactive customer service experience through the City's recruitment, selection and onboarding processes
  • Explains processes, procedures, and practices to employees and public
  • Supports a variety of human resource programs
  • Work is performed independently and requires initiative, independent judgment, and attention to detail, under general supervision

Essential Functions

Administers streamlined recruitment and selection processes through the automated applicant tracking system. Builds client relationships with departments to identify and follow appropriate hiring regulations based upon the type of position. Creates position requisitions, reviews applications, and refers qualified applicants to the hiring manager. Reviews and approves recruitment announcements, advertising materials, interview questions, and pre-employment processes for consistency and compliance with the law. Maintains communication with applicants regarding recruitments. Assists in candidate sourcing, active recruiting methods, and social media. Participates in off-site candidate onboarding processes for major recruiting efforts. Represents the City at career fairs with participating departments. (60%)

Provides customer service over the phone and in-person regarding the City's recruitment, selection, onboarding, and other hiring processes. Supports employee onboarding paperwork, forms and background check processes. Regularly and consistently coordinates work and provides coverage for the front desk and Employment Services Team. Provides backup to monitor and respond to mail and requests in the Human Resources general electronic mailbox. Ensures adequate staff coverage at all customer service functions and department support. Provides reception coverage for other departments as needed. (20%)

Supports a variety of human resources programs. Coordinates the service award program to recognize employees' milestone anniversary dates. Provides ad-hoc reports from various systems in support of department functions. Assists in the development of new programs and modifies established programs to meet changing needs. Researches, recommends, and drafts correspondence on personnel policies and employment law topics. Independently and routinely performs complex administrative duties directly related to major departmental functions. (20%)

Requirements

Required Knowledge, Experience, And Training
  • 3 years of experience in human resources, recruiting, job classification, workforce planning, or employment program coordination
  • High school diploma or GED
  • Or an equivalent combination of education and/or experience.
Knowledge
  • Complex record-keeping techniques and standards
  • Database systems and capabilities
  • Principles and practices of proper and effective business communication
  • Research techniques and basic report writing methods
  • Excellent communication, including spelling, grammar and punctuation
  • Operation of standard computer equipment and common uses of word processing, spreadsheet, PowerPoint, graphics, and other software
Ability
  • Coordinate multiple complex processes simultaneously through strong organizational skills with emphasis placed on detail and accuracy of information
  • Dealing with tight recruitment timelines and meeting customer expectations
  • Advanced organizational skills
  • Exercise tact and diplomacy in dealing with sensitive and confidential information
  • Maintain strict confidentiality of work
  • Make arrangements from brief instructions, prepare clear, concise, and accurate correspondence, documents, reports, presentations and other communication materials

Preferred Knowledge, Experience, And Training
  • Bachelor's degree in Human Resource Management, Public Administration, or related field
  • 3 years as a Human Resources Generalist or Employment Services
  • Or an equivalent combination of education and/or experience
Licensing And Other Requirements
  • Valid state-issued driver's license
Special Requirements
Applicants must be able to pass:
  • City of Boise background check processes including a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation
  • Driving Record Check
  • Criminal Justice Information System background check (CJIS)

Physical Efforts
While performing the duties of this job the employee is occasionally lifting/carrying up to 10 pounds. Also, the employee is occasionally pushing/pulling up to 10 pounds and rarely pushing/pulling up to 20 pounds. The noise level is occasionally moderate. Work includes the sensory ability to talk and hear. Work in this position also includes close vision. Employees will sit, stand, reach and grasp. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions. Employees will also drive a vehicle as part of this position.
This position works: Works several evenings and weekends each year to support entry-level testing and seasonal onboarding processes.
