To this end, the VPDoR assumes dual roles. As cognizant Dean for the independent academic units, the VPDoR oversees the program scope and resources for the fifteen multi-disciplinary and independent laboratories, centers, and institutes. As Vice Provost and the University's Senior Research Officer, the VPDoR recommends and promulgates new research-related policies and oversees their implementation; and manages the mission-support offices that provide services of research compliance and administration, health and safety, and technology transfer to Stanford's research enterprise.More about research at Stanford

The Research Compliance Office (RCO) is an essential component of the University's research enterprise in the areas of protection of human research participants, the humane care and use of laboratory animal subjects in research, and human stem cell research. Reporting to the Vice Provost and Dean of Research of Stanford University, the Associate Vice Provost (AVP) is accountable for institutional compliance in areas of human, animal, and stem cell research. The Director has ultimate responsibility for the effectiveness of RCO's programs, as measured by Stanford's ability to successfully conduct research under the high standards of compliance and protection of its human and animal subjects, sustain its national accreditation status and certification through policies and best practices, and maintain national and international recognition with funding agencies, peer institutions and other academic bodies.
The AVP leads an office of 45 FTEs that serves an extensive network of faculty, researchers, staff, and students and visiting scholars involved in medical, social sciences, behavioral, stem cell and animal research. This research is conducted at all of Stanford's schools, multidisciplinary institutes, labs, and centers, as well as at Stanford Hospital and Clinics, Lucile Packard Children's Hospital, the Veterans Affairs Palo Alto Health Care Systems (VAPAHCS), and the Palo Alto Veterans Institute for Research (PAVIR).
The field of research compliance has been marked by high-profile regulatory actions and lawsuits at other academic institutions, which have led to temporary shut-downs of academic research, liability risks and costs, and damaged reputations; new challenges demanding heightened sensitivity, such as evolving ethical guidelines in embryonic stem cell research and cultural sensitivity in international research; and the emergence of new foreign, national, and California research and privacy laws; and stringent mandated private accreditation standards. These dramatically increase the breadth and complexity of the compliance role.
In this demanding setting, the AVP exercises visionary leadership in overseeing an office whose functions are critical to the present and future research enterprise at Stanford University and its affiliated entities. It is a position of high visibility that handles complex situations and multiple responsibilities simultaneously, blending long-term projects with the urgency of immediate and critical demands.
In addition, the AVP advises the Vice Provost and Dean of Research on a wide range of important institutional matters directly or indirectly linked to Research Compliance, including strategic initiatives, communications and campus priorities, as well as critical choices in new information technology systems to support the more than 14,000 research projects reviewed through the RCO and accessed by thousands of usersCORE DUTIES:
Accountability for Institutional Compliance in Research

    Achieves Stanford's overall goals as they relate to the programs under the auspices of the Research Compliance Office;Maintains and communicates awareness of the external and internal regulatory landscape, new accreditation and industry developments and standards, as well as opportunities for furthering improvements and user satisfaction; provides vision and leadership in change management;Advises the Vice Provost and Dean of Research on highly complex proposed or final federal agency regulations and guidance and discerns crucial areas in which University input into federal rulemaking is needed and persuasively communicates the University's interests and concerns.Advises the Vice Provost and Dean of Research on issues directly or indirectly related to RCO programs, including resources necessary to adapt to changing a regulatory environment that directly impacts the way Stanford faculty, students, and affiliated researchers conduct research projects within Stanford's extensive research network;In consultation with all relevant constituencies within the University, its affiliated entities, accreditation bodies, and regulatory agencies, guides policy development and represents the Research Compliance Office in policymaking activities to ensure a robust research integrity program and to prevent noncompliance;Oversees, and in consultation with senior administration, formulates the University's responses to high-risk incidents of noncompliance in research and research misconduct; advises and leads systemic improvements to prevent recurrence;Provides general direction to the RCO Deputy Director and through this person leads, guides, directs, and evaluates the various programmatic directions of the Research Compliance Office that extends to research conducted by University faculty, graduate students, undergraduates, and visiting scholars at all of the University's schools, multidisciplinary institutes, labs, and centers, as well as at Stanford Hospital and Clinics, Lucile Packard Children's Hospital, the Veterans Affairs Palo Alto Health Care Systems, and the Palo Alto Institute for Research and Education;Performs other responsibilities as assigned by the Vice Provost and Dean of Research.
Leadership in Outreach and External Communications
    Builds relationships within and outside of the University to achieve the University's objective of strong institutional compliance throughout the research enterprise, including the Stanford Hospital and Clinics, Lucile Packard Children's Hospital, and the Veterans Affairs Palo Alto Health Care Systems, and the Palo Alto Institute for Research and Education;Communicates directly with federal agencies on behalf of the University to seek clarification and to advocate with tact and judgment for reasonable interpretation of regulations and guidances;In sensitive cases of noncompliance, represents Stanford and works directly with regulatory agencies to ensure that remedial measures resolve the problem and that serious adverse consequences do not follow (such as restriction or suspension of University research, and/or disqualification of faculty members from clinical investigations);Fosters a positive working relationship with the leadership of accreditation bodies and academic organizations, nationally and internationally; serves as a resource when called upon for advice and consultation by such organizations.
Leadership of the Research Compliance Office
    Provides general direction to the Deputy Director, who has senior-level responsibility over budget, human resources, information technology, and facilities operations.Provides high-level oversight of the administrative panels that review and approve or disapprove several thousand research projects annually. Panels include 8 institutional review boards for medical, human stem cell, and nonmedical research; 1 review board for animal research; and 2 review boards for research involving biosafety and radiological safety, under the management of Environmental Health and Safety.
MINIMUM REQUIREMENTS:
Education & Experience:
Required advanced degree (e.g., MA, MS, MPH) and preferred doctoral degree in the health sciences or law (e.g., JD, MD, PhD, DrPH, PharmD) and at least ten years of relevant experience in complex research and/or regulatory environments. Certified or eligible for certification in the oversight and management of Human Research Protection Programs (e.g., CIP, CIM).Knowledge, Skills and Abilities:
    Expert knowledge of federal, state, and local laws and regulations, as well as national accreditation standards relating to human and animal research protections, human stem cell regulations, laboratory animal welfare, conflicts of interest, and research integrity and privacy and security relating to HIPAA; close familiarity with grants and contracts.Highly sophisticated skills in strategy development, systems planning, and change management.Demonstrated success at leading process improvement, systems initiatives, and organizational change.Outstanding ability to work collaboratively and act persuasively in sensitive situations.Outstanding skills in conflict management and negotiation in difficult situations with both internal and external constituencies.Demonstrated commitment to organizational processes that seek to promote the fair treatment and full participation of all people, particularly groups who have been historically underrepresented or subject to discrimination on the basis of identity or disabilityAbility to critically assess the University's research compliance programs and offer a compelling vision for the future.Demonstrated knowledge and use of technology to support research compliance (e.g., data management systems, collaboration tools, eLearning platforms, data analytics, reporting systems).Sophisticated understanding of customer service in an academic environment.Strong interpersonal skills to effectively lead, motivate and influence others.Exceptional ability to communicate well orally and in writing.

Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position.
