Falconwood is a woman-owned / veteran-owned company providing consultation and programmatic support to Department of Defense (DoD) Information Technology (IT) initiatives and programs. We provide expert advice and consultation on a diverse range of IT subjects, focusing on acquisition, cybersecurity, engineering, logistics, and process development.

We have an immediate opening for a Technical Writer / Systems Engineer to support the Naval Network Warfare Command (NNWC) Cyber Engineering Teams (CET's) mission to execute tactical-level command and control of Navy Networks for Navy and Joint Operations with an emphasis on Cloud Computing. CET efforts directly enhance the U.S. Navy's ability to effectively direct, operate, secure, and maintain network operations.

The CET Tech Writer/Systems Engineer will assist CET Leadership to provide operational level systems engineering and technical documentation support services to ensure resilient network communications are available to NNWC while optimizing global U.S. Navy operations. The CET Tech Writer/Systems Engineer will serve as the connective tissue between CET engineering efforts and operational requirements (e.g. change management). This position requires extensive experience working in both communities to quickly document, adapt, and solve real world global problems on a large scale.
Responsibilities

  • Evaluate enterprise network Services and solutions and expose data for stakeholder consumption to inform network modernization and transformation plans and activities.
  • Support development and deployment of solutions to provide cloud-native mission reconstitution capability and performance improvements to End User Services.
  • Develop test plans and devise sensors to capture metrics on network performance, end user experience, and service health.
  • Perform technical requirements research and present findings to stakeholders to inform network consolidation, modernization, and remediation efforts and allocation of resources to support on-premise-to-cloud transitions.
  • Document and communicate revisions of CET Memoranda of Agreement/Understanding, OPORDs, TASKORDs, FRAGORDs, CONOPS, OPSMAN, etc. to team members and stakeholders.
  • Develop Standard Operating Procedures (SOPs), User Guides, and Training material for network and Service performance sensors.
  • Support NetScout End User Community Portal development.
  • Conduct research necessary to complete documentation such as Alternative of Analysis (AoA), white papers, plans, etc.
  • Document Lessons Learned and apply best practices to future Operations.
  • Develop After Action Reports (AAR) for Leadership and other stakeholders.
  • Participate in program meetings, track decisions, action items, and follow through to ensure completion.
  • Travel up to 10-15% may be required.
Qualifications

Required Qualifications
  • 3 + years of combined Networking Engineering, Cybersecurity experience.
  • Familiarity with Navy Network Operations (i.e. access management, change management, network management, cybersecurity and incident response).
  • Working knowledge of DoN organizational structures, mission sets and objectives.
  • Navy SECDEVOPS familiarity in planning, coordinating, executing, analyzing and reporting with the ability to quickly orient and integrate with a globally dispersed team.
  • Must have strong Microsoft Office suite skills, especially Power Point, Word, Excel, and Teams/SharePoint Online.
  • Experience with Agile / SAFe concepts and ServiceNow reporting workflow.
  • Exceptional communication skills in correspondence/interactions with leadership, peers, subordinates and stakeholders.
  • Ability to obtain Flank Speed account, GFE, ServiceNow accounts.
  • Ability to collaborate within a team environment, while meeting strict deadlines and keeping the overall project on schedule.
  • Ability to both work in a fast paced and dynamic environment on short-term projects and the ability to work on longer term projects requiring extended planning.
  • Experience with implementation and administration of enterprise networking infrastructure (e.g. Cisco, Juniper, etc.) and security infrastructure components (e.g. VPN, firewalls, IPSEC, etc.).
  • Strong knowledge of network monitoring tools and tool integration, Sensoring architecture and engineering, including NetScout, MDE, MSV, and Splunk.
  • Strong familiarity with Navy Marine Corps Intranet (NMCI) and other Navy network environments.
  • Familiarity with M365 and the Navy's Flankspeed implementation.
  • Knowledge of Enterprise Information Assurance (Cyber Security) Systems Engineering and Assessment & Authorization (A&A) methodologies, including STIGs implementation, ACAS scanning, etc.
  • Experience preparing presentation materials, quad charts, dashboards, for various levels of management, from Program Office up to 3-Star level, to enable informed decision-making.
  • A Bachelor's degree in Computer Science, Systems Engineering, Cybersecurity, or similar technical field (or equivalent experience).
Preferred Qualifications
  • Knowledge of Commercial Cloud Service Providers, especially AWS and Azure.
  • An Active Top Secret security clearance.
  • 10 + years of combined Systems Engineering, Networking Engineering, Cybersecurity, Cloud Computing support experience
  • A Graduate's degree in Computer Science, Systems Engineering, Cybersecurity, or similar technical field (or equivalent experience)
Pay Range

$115,000 - $125,000 annually
