We are seeking a compassionate individual to join our team as a Program Accuracy Specialist. The Nebraska Department of Health and Human Services (DHHS) is in search of a candidate with expertise in assisting Developmental Disabilities providers and individuals accessing Home and Community-Based Waiver services.

Under general supervision you will:

  • Conduct on-site/in-person reviews, interviews and audits of Developmental Disabilities providers and individuals receiving Home and Community-Based Waiver services with intellectual or other developmental disabilities.
  • Validate monitoring based on CMS Home and Community-Based (HCBS) Waiver regulations, State guidelines and the HCBS Final Setting Rule. Collect, compile, analyze trends and training needs.
  • Determine level of compliance and recommend corrective actions for remediation purposes and program improvements.
  • Provide feedback and real-time technical assistance to providers and Service Coordination staff. Interpret and apply State and Federal regulations in day to day work activities and has knowledge of Developmental Disabilities Service Coordination duties.
  • Responsible to recognize and report abuse, neglect and exploitation. Write reports, prepare correspondence and other documents as necessary. Coordinate development of Quality Assurance Tools, training materials and give presentations of findings. Attend meetings, present findings, and provider technical assistance.
  • Knowledge of individuals support plans and behavioral, mental, and physical health needs of participants to be able to address critical care needs immediately.
  • Collaborate with DD Stakeholders, Administrators, Supervisors and Field Staff to help ensure the mission of the division is carried out successfully.
  • Non-traditional work hours may be necessary.

REQUIREMENTS: Two years experience in a health and/or human services field or public service organization with responsibility for determining eligibility, assessing public assistance needs, or case management using program rules and regulations OR 24 semester hours of post high school education in behavioral sciences, social sciences, public/business administration, adult education or closely related field and experience in eligibility determination or assessing needs for public assistance and/or social services programs.

PREFERRED: Bachelor's Degree in education, psychology, social work, sociology, human services, or a related field, with experience in services for individuals with developmental disabilities or 2-3 years in Direct Support roles. Experience in auditing or relevant coursework is desirable, as is familiarity with public assistance programs or investigation.

OTHER: Valid driver's license or the ability to provide independent authorized transportation.

Knowledge of: interviewing and public relations techniques for conducting quality control reviews; data gathering and data analysis techniques for conducting quality control reviews. Ability to: learn and apply State and federal laws, regulations and procedures necessary to conduct quality control reviews; learn and apply the function of quality controls in public welfare agencies and welfare administration; conduct onsite interviews with applicants/recipients and public/private sources to obtain information for quality control reviews; apply rules and regulations to the verification, determination, and documentation of quality control reviews; work under minimal supervision and successfully complete assigned workloads within established deadlines; utilize computer output information for conducting quality control reviews.

Skilled in: teaching others; monitoring and assessing work performance of others; paying close attention to detail.

Ability to: learn and apply agency policies and procedures; interpret, explain, and apply State and federal laws and regulations; conduct data analysis, perform quality assurance reviews, assess the effectiveness of the treatment intervention; identify trends; communicate with others to receive and relay information as part of a team; analyze situations and develop an appropriate course of action; formulate conclusions; persuade others; develop, implement and present training programs; apply critical thinking and entrepreneurial solutions to complex problems; work independently while understanding when to seek supervision and/or input from others when necessary.

Other knowledge, skills, and abilities: Knowledge of the needs of individuals with developmental disabilities and/or mental illness; financial and auditing standards and practices, federal and state program regulations, and laws; developing and using quality assurance and monitoring tools and methods; case management practices, plan development and implementation.
