Manager, Transmission Vegetation Management

* NOTE - The position will support areas of WV, MD and Southern PA, - preference will be given to those who currently reside or are willing to relocate to the area- subject to the hiring managers approval.

Responsibilities include:

  • Providing direct supervision to Transmission Vegetation Management (TVM) supervisors.
  • Assisting Transmission General Manager with budget tracking and oversight.
  • Scheduling and monitoring contractor and internal resources to implement the FirstEnergy Transmission Vegetation Management program across all FirstEnergy Operating Companies. Allocating and moving resources to ensure completion of annual work plan.
  • Coordinating with supervisors on the overall TVM operations and administration of vegetation management work and inspection contracts.
  • Setting and communicating clear expectations for TVM staff to complete the annual work plan and all requirements of the Transmission Vegetation Management Program (TVMP) to ensure compliance with NERC FAC-003 - Transmission Vegetation Management Standard is maintained. Conducting field observation on periodic basis to verify that TVM staff is consistently following processes, completing work and associated documentation, which is necessary to demonstrate compliance to the regulators.
  • Supervising the preparation of contractor work packages, bid meetings and leading transmission vegetation management work discussions in negotiations which will assist in determining work pricing and contract awards.
  • Processing and approving contractor invoicing utilizing IVMS and preparing monthly budget accruals.
  • Assisting field staff with landowner refusals and complaints when elevated to Legal Department or management.
  • Interacting with governing agencies regarding policies and practices (i.e. DCNR, national parks and forests, state game lands, Metro Parks).
  • Evaluating and reporting on effectiveness and reliability results of TVMP.
  • Monitoring and managing internal and contractor resources for summer readiness program including completion of forestry aerial inspections on 69-138kV and ground inspections on 230kV and above and resolution of vegetation findings to ensure safe and reliability operation of transmission system.
  • Assisting with preparing and conducting Transmission Vegetation Management Program training for new
  • hires, existing vegetation management staff personnel, contracted forestry specialists and contracted vegetation workers.
  • Assisting with implementing technology including field data collection modules to track, complete, measure and document transmission vegetation management program activities
  • Providing forestry expertise in legal matters regarding vegetation clearing on or adjacent to FirstEnergy's transmission system and responding to Public Utility Commission complaints.

Qualifications
  • Minimum Bachelor's degree in Forestry Science or related discipline (agriculture or environmental), or Associate's degree in Forestry Science or related discipline (agriculture or environmental) along with a minimum of 8 years of related work experience, or High School Diploma (or GED) along with 12 or more years related work experience Related work experience is utility vegetation or right of way management.
  • Must be an ISA Certified Arborist/Utility Specialist or SAF Certified or Certified Tree Expert.
  • Must hold a state pesticide license for state of residence or acquire these within the first six months of holding the position.
  • Must have extensive knowledge of transmission vegetation management contractor specifications, contractor field operations, work practices, forestry contracts and be familiar with state and federal related regulations.
  • Must understand the American National Standards Institute - ANSI Z133.1 - Arboricultural Operations - Safety Requirements.
  • Must understand the American National Standards Institute - ANSI A300 Part 1 - Tree Care Operations - Tree, Shrub and Other Woody Plant Maintenance - Standard Practice - Pruning.
  • Must understand the American National Standard for Tree Care Operations - ANSI-A300 - Part 7 Tree, Shrub and Other Woody Plant Maintenance - Standard Practice - (Integrated Vegetation Management a Electric Utility Rights-of-Way).
  • Must understand the OSHA Safety Standard 29 CFR Part 1910.269 as it applies to all tree pruning and removal personnel who may work near electrical conductors.
  • Must understand the Institute of Electrical and Electronics Engineers (IEEE) Standard 516-2003.
  • Must understand the NERC Standard FAC-003 - Transmission Vegetation Management Program.
  • Possess leadership qualities that allow one to provide effective guidance to others, coach others in effective decision making and facilitate meetings.
  • Must have ability to proactively work with staff to assure there is uniformity, consistency and compliance with the implementation of all FE Vegetation management practices and policies.
  • Must have strong interpersonal skills to gain cooperation with internal and external customers.
  • Must be results oriented to meet budget and key performance indicators and possess a demonstrated ability to lead a team to achieve business objectives.
  • Excellent ability to communicate and present himself/herself in a professional manner, demonstrate public speaking and presentation skill, be able to effectively handle conflict and testify in legal issues.
  • Excellent effective oral and written communication skills.
  • Basic knowledge of National Electrical Safety Code.
  • Basic knowledge of PC software applications which include Microsoft Office.
  • Demonstrated ability to meet deadlines.
  • Must have access to a personal vehicle to commute to various facilities and locations as required and possess a valid driver's license.
  • Possess the physical ability to perform field surveys and inspections in all weather conditions.
  • Ability to build relationships and credibility, and provide staff support to management and higher levels of professionals, as needed.
