Job Description Summary
Performs a wide variety of organizational, managerial, and administrative duties for the National Criminal Justice Training Center (NCJTC). Provides fiscal and administrative oversight of grant-funded program activities and cost-recovery contracts for federal, state, local and tribal government agencies, and private organizations. Responsibilities include the administration of Fox Valley Technical College (FVTC) and NCJTC programmatic policies and procedures, program management and development, staff, project planning and implementation, budget management and program evaluation. Also, responsible for identifying funding opportunities that fit the mission and vision of FVTC and NCJTC and developing proposals to secure funding and resources. Works closely with the management team to ensure the project deliverables are being met.

Job Description

ESSENTIAL JOB FUNCTIONS

  • Serves as primary point of contact for assigned grants, contracts and potential funding opportunities.
  • Builds and maintains relationships with project partners and funding agencies.
  • Responsible for overall project planning, budgeting, and resource allocation for assigned programs. Maintains program records and materials for audit purposes.
  • Manages staff and vendors in conjunction with the management team. Works in collaboration with Operations Manager to make necessary adjustments in assignments, project priorities, and project resources, to meet FVTC, NCJTC, and program goals and outcomes.
  • Composes, and/or approves project materials including correspondence, reports, and miscellaneous documents.
  • Interviews, makes hiring recommendations, observes, and evaluates performance of support, and administrative management staff.
  • Provides leadership in the development of strategies to effectively communicate program goals, training and technical assistance efforts, policies, and procedures to staff. Recommends new policies and procedures and communicates changes relative to administrative operations. Communicates strategies and outcomes regularly with internal and external stakeholders.
  • Directs the development of process-improvement strategies to include technology, communication, and organizational operations.
  • Manages the administrative aspect related to the development and delivery of new programs or activities, including but not limited to pre-training site selection, conference planning, follow-up and evaluation of training and technical assistance.


ANCILLARY (Secondary) DUTIES
  • Monitor and interpret funding-related legislation and program announcements regarding funding eligibility, proposal development, contracts, cooperative agreements, and grant applications.
  • Assist with various NCJTC writing and research projects as needed.
  • Performs other related duties as necessary and required for the effective administration of NCJTC and its programs, as well as best interest of the training partners, collaborating agencies, and FVTC.


QUALIFICATIONS, TRAINING, AND EXPERIENCE
  • Bachelor's Degree (Master's preferred) in a related field PLUS
  • Minimum five years relevant occupational, project management, grant management and supervisory experience, AND
  • Demonstrated skills in Microsoft Word, Excel, PowerPoint, and Teams, OR
  • An equivalent combination of education, training, and experience from which comparable knowledge and abilities can be acquired.

  • Ability to work effectively with a broad range of customers, including high-ranking government officials, administrators, managers, vendors, Associates, support staff, and students.
  • Strong research skills; knowledge of public and private funding streams, cycles, protocols and procedures.
  • Ability to lead and coordinate others with and without a direct reporting relationship.
  • Ability to work independently and take initiative.
  • Ability to prioritize projects with time sensitive demands.
  • Flexibility in work schedule and ability to work extended hours is required.
  • Excellent verbal, written, and technical communication skills.
  • Excellent time management, project management, and project planning skills.
  • Committed to the mission, purposes, and values of the College.


10% travel anticipated.

Primary office location: Durham, NH - Remote workers will be considered.

Additional Information

Pay: $77,200.00 - $123,400.00 per year.

Pay is based on a multitude of factors, including experience, qualifications, education, relevant certifications, internal equity, and market data. Note: Internal applicants' wages will be based on the applicable compensation structure.
