Global Communities is seeking a Sr Specialist, Humanitarian Monitoring, Evaluation, and Learning (MEL) to join the Humanitarian Assistance team at the headquarters in downtown Silver Spring, Maryland.

Responsibilities

Responsibility Area: M&E Support to Program Implementation

a) Ensures field teams have required technical M&E support, through coaching, mentoring, and on the job training of M&E staff, as well as identifying and mobilizing consultants or other M&E resources where required.
b) Provides start-up and fit for purpose support to new and ongoing HA programs as required, including deploying to field offices, supporting recruitment and mobilization of M&E teams, serving as Acting M&E Manager, and leading or contributing to the development of donor M&E deliverables such as project M&E plans and baseline assessments.
c) Supports field-based M&E staff in all aspects of engaging and managing Third Party Monitoring firms as required.
d) Provides technical oversight to field M&E teams to ensure that project and portfolio M&E activities meet or exceed donor and GC minimum standards.
e) Works with field M&E leaders to ensure consistency with donor guidelines and across the humanitarian portfolio in indicator definitions, tracking, data collection, and reporting across the humanitarian portfolio.
f) Responsible for collaborating with protection, safe programming, safeguarding, and feedback and accountability functions to ensure that all M&E activities Do No Harm and adequately consider safe programming principles.
g) Consults with feedback and accountability staff to ensure that beneficiary feedback mechanisms are functional, and that feedback is incorporated into the program M&E cycle to inform learning and implementation shifts as required.
h) Delivers trainings, as necessary, or identifies training opportunities for M&E staff in a variety of monitoring and evaluation, data collection, and analysis topics.
i) Supports the systematic reporting of M&E data across humanitarian programs, including project-specific donor reporting as well as cross-portfolio reporting.
j) Liaises closely with humanitarian staff at headquarters and the field, and learning and knowledge management staff to ensure that lessons learned from humanitarian programming are appropriately collected, documented, and shared to inform action.

Responsibility Area: M&E Support to New Business Development

a. Leads or contributes to the design of M&E plans for humanitarian proposals, including but not limited to developing indicator tracking tables, drafting M&E plans, supporting field teams in identifying appropriate data collection tools and methods, and drafting scopes of work for M&E consultants, third party firms, or service providers.
b. Leads or contributes to the design and implementation of need assessments in support of humanitarian business development, including developing survey instruments, interview guides, focus group discussion guides, and other assessment tools as required, and training staff on their appropriate use.
c. Remains up to date on priority humanitarian donor M&E guidelines (such as USAID/BHA guidelines) to ensure that proposed M&E plans adhere to donor guidelines.
d. Liaises closely with business development team, field staff, and learning and knowledge management staff to ensure that lessons learned from programming are appropriately incorporated into new business efforts.

Responsibility Area: Technical and Thought Leadership
a. Provides technical leadership in monitoring and evaluation systems and processes across the organization, with a focus on the humanitarian portfolio.
b. Liaises closely with other monitoring, evaluation, accountability, learning, and knowledge management staff across the organization to support organization-wide data collection, standardization, and reporting
c. Provides data and inputs to the Global Communities communications department to support press releases, website development, annual reporting, and other organization-wide reporting efforts.
d. Share humanitarian M&E standards and processes with M&E, programs, and technical and operations colleagues across the organization to raise awareness of humanitarian M&E approaches, minimum standards, and best practices.
e. Responsible for building the capacity of program, operations, and business development colleagues to more effectively contribute to monitoring and evaluation efforts.
f. Undertakes all other duties and projects as may be assigned from time to time.

POSITION SPECIAL RESPONSIBILITIES:

International and U.S. travel required, expected approximately 25% the time, for durations of up to 8 weeks, as needed.
Promote a culture of excellence, inclusion, learning, support, diversity, and innovation.
Oversees data, analytics or reporting related to areas of expertise.
This position is eligible for remote status.

Qualifications

  • Bachelor's degree in a related discipline with a minimum of four years of related work experience or a minimum of eight years of related work experience .
  • In-depth knowledge and understanding of the humanitarian assistance sector, including humanitarian principles, core humanitarian standards, and appropriate humanitarian M&E operating models, is required.
  • A minimum of three years' experience in the field managing or supporting monitoring and evaluation of humanitarian or emergency response programs required. Experience with humanitarian business development strongly preferred.
  • Demonstrated in-depth understanding of humanitarian donor guidelines, specifically USAID/BHA guidelines, and prior experience in M&E for USAID programs.
  • Good verbal and written communication skills , including ability to critically review assessments and reports for clarity and accuracy.
  • English fluency required. Ability in Spanish, French, Ukrainian, Russian, or Arabic a plus.
  • Ability and willingness to travel internationally, including to areas of political instability to meet specific business needs or objectives. Prior experience in volatile, crisis-or conflict-affected environments required.
  • Ability to work independently with minimum supervision to complete projects and meet deadlines.
  • Superior interpersonal and relationship building skills, including proven ability to build collaborative, impactful relationships with a diverse group of internal and external stakeholders.
  • Excellent organizational skills.
  • Accuracy, attention to detail.
  • Ability to read and interpret documents and ability to sit at a computer and operate a keyboard.

  • Must have U.S. work authorization.
